Wilmington receives funding to clean up brownfield sites

Wilmington residents will provide input on how to turn former industrial sites into vibrant properties in their communities. Wilmington will use a $197,500 grant from the U.S. Environmental Protection Agency to plan the cleanup, redevelopment and productive reuse of a former auto salvage yard and a storage materials site. Several stakeholders and community members will work together to build a plan of action for the city-owned sites, located at 14th and Church Streets and 12th and Governor Printz Boulevard, both along the Brandywine River. “This is a great example of what we can do to energize the economy on this side of town,” said Mayor Mike Purzycki D-Wilmington, during a press conference near the old Diamond State Salvage facility.

Cook County Working to Return Brownfields to Productive Use

Cook County, in partnership with a coalition of seven west suburban municipalities, is working to return brownfield properties to productive use to encourage economic development. The Cook County Department of Environmental Control on behalf of the coalition that includes Schiller Park, Franklin Park, Northlake, Melrose Park, Bellwood, Maywood and Forest Park -- received in 2014 a $600,000 grant from the U.S. Environmental Protection Agency to assess brownfield sites in those communities. Through the program, 30 sites totaling approximately 127 acres were assessed and currently more than 120 acres are undergoing reuse planning or redevelopment. Brownfield sites generally are real property in which expansion, redevelopment or reuse of the property may be complicated by the presence or potential presence of a hazardous substance, pollutant or contaminant. Cleaning up and reinvesting in these properties protects the environment, reduces blight, and takes development pressures off greenspaces and working lands, according to the U.S. EPA. Removing the stigma of contamination from brownfield sites to get them back in use is an element of the Cook County sustainability plan developed under President Preckwinkle. “Brownfield sites typically sit underused for long periods of time,” Cook County Board President Toni Preckwinkle said. “The redevelopment and reuse of brownfield sites is a great opportunity for economic development – redeveloped sites generate revenue and jobs while helping the environment.” The goal of this project was to assess and quantify environmental uncertainty associated with brownfield sites at no cost to coalition communities or property owners, and develop site-specific plans for reuse of sites. The next steps in the program involve redevelopment of the sites. Five of the sites already are under redevelopment with the potential for more than 200 jobs on those sites. Other sites assessed as part of this project are now ready to be marketed for redevelopment, or will be shortly. “It is with great pride in our West Cook Region and our Coalition Partners; the U.S. EPA and Cook County that Maywood was able to participate in the brownfield redevelopment program,” Maywood Mayor Edwenna Perkins said. “This program allowed the Village of Maywood to receive funding for environmental assessments that will lead to redevelopment of several vacant lots that had no hope for redevelopment. This program has restored hope and serves as a beacon for regional coalitions and public partnerships.” For Thomas Engoren, a business owner in Maywood, reuse of an adjacent brownfield site means the possibility of growing his company. “The work done by Cook County and the coalition means my business, Seaway Supply Co., can stay in Maywood and expand here – in a community I am proud to be a part of,” said Engoren, President of Seaway Supply Co., a janitorial and maintenance supplies wholesale distributor. Cook County looks forward to building on this productive model of partnerships with local communities to advance brownfield redevelopment in areas of need throughout the County.

Paces engaged Nova Environmental, an environmental consulting firm, to recommend an effective approach to address TCE contamination in groundwater left by legacy industrial activities in the area. Working with Nova, REGENESIS produced a remediation design, supplied in-situ remediation and vapor intrusion mitigation products, and provided field implementation services that effectively addressed the contaminants in the tight time constraints required by the construction schedule, keeping future tenants and customers safe.

Reimagining Goldfinger Tour 2017

Reimagining Goldfinger builds on SPID’s award winning Trellick Tales project, which featured on the BBC, was pick of the week in Time Out and won a Clore Prize. The project explores the heritage of West London’s Cheltenham Estate, comprising blocks such as Trellick Tower and Edenham Way . This historic estate was designed fifty years ago by the renowned architect Erno Goldfinger and has come to symbolise Brutalist architecture. It was one of the last tower block estates to be built before local authorities realised what social problems they caused. Built in 1972 at the commission of London County Council, the estate replaced the sub-standard late 19th century housing and embodies the best ideas at the time for high rise housing. Cheltenham Estate received Grade II listed status in 2012 and is just round the corner from SPID’s base in the historic Kensal House estate. Kensington council is currently consulting with the local community on plans to redevelop the empty area between Trellick Tower and Elkstone Road. Reimagining Goldfinger is a year long programme which started in July 2016 and will follow the estates’ journey from its completion in 1972 through to the present day. The heritage of the building will be explored through detailed research, the creation of oral history testimonies and a film. Young participants will be encouraged to work with older residents throughout each of the project’s three 12-week stages. In one block young people will create a film about the estate’s history which is shot on location. It will take the form of a documentary. During these weeks the young people will be encouraged to form a company identity and have a sense of ownership of both the project and the heritage of their estate. In another block young people will learn research techniques and draw upon visual and written resources in order to investigate the changing social, political and historical context that has influenced the building and its residents. Workshops from the Oral History Society will teach them about the history of their estate and will develop their research skills. Sessions with Haworth Tomkins Architects will develop their model making skills and explain plans to redevelop neglected areas of the estate. The young people will create an exhibition about the history of their estate that will include their own models of how it might look in future. And in another block they will explore older residents’ memories by interviewing them about their experiences of estate life. Workshops from the Twentieth Century Society will teach them interview skills and editing skills they need to create oral history testimonies. The V and A will also deliver guided tours of the estate and will show them how to give these tours themselves. Alba’s Line 6 Expansion Project is one of the largest brownfield developments in the region. Expected to begin production on Jan 1, 2019, this Project will boost the smelter’s per-annum production by 540,000 metric tonnes, bringing its total production capacity to 1.5 million metric tonnes per year. In June 2015, Alba Board approved the Line 6 Expansion Project and in November 2015, Alba secured the natural gas supply for this Project. The Line 6 Expansion Project will make Alba the world’s largest single-site aluminium smelter and be a significant economic boost for the Kingdom of Bahrain due to the many co-investment opportunities through local and foreign aluminium investments. Beautifying a Brownfield: Christian Park Neighborhood Cleanup - (5-17-17)

The Christian Park neighborhood (Indianapolis) is at the start of a revitalization. The area's beautiful park with massive greenways, tennis courts, ball diamonds, and football/soccer fields provide one-of-a-kind community assets for one of Indianapolis' oldest communities. Area beautification will be easy given the extraordinary park and once beautiful waterway and trails that twist through the heart of the community. But the neighborhood is not without challenges. The area is hampered with environmental and safety hazards including sewage overflow in the Pleasant Run waterway, a dumping ground of contaminated sand previously used as an industrial cleaner at a Chrysler plant now referred to as "Black Mountain," and an abandoned oil field that is located on the southeast side of the community. While there is little area residents can do to address the significant environmental, public health, and safety challenges, the Christian Park Active Community (CPAC) neighborhood association has tackled the abandoned oil field for a neighborhood clean up day. While the results are an exceptional improvement to the area, much more work needs to be done to address these otherwise overlooked properties. The community needs city and environmental management support. The time has come for revitalization of Christian Park. Join the conversation on Facebook groups. (14 Mar 2017) The chief US State Department counter-narcotics official on Tuesday hailed a pending UN move to control substances used to make a deadly synthetic drug but acknowledged it will not put an immediate dent in illegal trafficking of the chemicals. Assistant Secretary of State William Brownfield said the UN's proposal to globally track the legal movement of prescription fentanyl and materials used to make the powerful opiate illegally is important as an overall step to reduce drug abuse and overdoses. Brownfield added it is only one stage in reducing dependency or addiction on the drug that may have contributed to 33,000 US deaths in 2015 and over 300,000 in the past 16 years. He spoke outside a meeting of the UN's Commission of Narcotic Drugs. The organisation is expected to put fentanyl and its precursors on a list of globally controlled substances, allowing for better trans-border monitoring of global movements. A prescription painkiller, fentanyl is up to 50 times stronger than heroin and is often mixed with heroin - with deadly results for users unaware that it has been added. Both the US Drug Enforcement Administration and the White House Office of National Drug Control Policy point to China as North America's main source of fentanyl, related drugs and the chemicals used to make them, and say the main entry point is from Mexico. China says there is no statistical evidence to support that assertion. But it put four fentanyl-related compounds under monitoring last month, apparently in part because of US concerns. Brownfield said that more oversight of legal global traffic "will not stop those who are producing the product illegally," but argued the pending UN move will have a trickle-down effect on the illegal market. In the case of the greenfield project, the goal was to build sufficient understanding to be able to define a valuable and realistic release 1 (MVP) roadmap, while in the case of the brownfield project, the challenge was more in terms of decomposing / splitting an existing monolithic application in the right way. Besides illustrating how these challenges were addressed in practice, this talk will outline a generic inception framework and suggest a range of techniques, tools and methodologies out of which agile project teams can 'compose' a skeleton framework to address the challenges they face in their projects, always - of course - with the key goal in mind of delivering value early while staying close to user and business, and focus on keeping quality high, mitigate risks continuously, and build a trusted relationship with our clients." Brooklyn Park residents help plan future of city’s parks

For months, Brooklyn Park officials have been working with residents to plan the future of its park system. Now they've narrowed down the wish list of park perks. Resident Jennifer Simper has lived in the city for two years and took part in a city survey asking residents what they want in parks and recreation. And like a lot of other people who answered the survey, she thinks it would be amazing to have an aquatic facility of some sort. "It would be nice to not have to drive as far and to get those same amenities and swimming lessons for the kids would be really great," said Simper. More than 3,000 Brooklyn Park residents gave ideas on what they'd like see in the park system. The aquatic facility was the top amenity on the wish list. Brooklyn Park Recreation and Parks Director Jody Yungers says there is a lot to consider. "More like a water park, zero depth splash pads, those kinds of concepts," said Yungers Enhancing the trail system was a key point too. Other suggestions include more signage and lights added to trails. And some residents say they'd like to see an indoor dome with artificial turf for soccer and lacrosse. Besides sports, residents also mentioned an arts performance center. Once park officials make their recommendations, they'll present them to the city council during a work session in November. Now it appears that even more sweeping EPA cuts are being proposed by the White House — and the EPA itself is doing little to fight back. Trump is in the midst of preparing an executive order that would drastically curtail how climate change impacts policy decisions, according to Reuters. This will include either diminishing or eliminating the “social cost of carbon” policy implemented by Obama, which attempts to affix a financial figure to the potential economic damage caused by global warming when creating new regulations. The current number is $36 per ton, going up to $50 per ton by 2030. By changing this, Trump plans to provide a boon to industries including auto manufacturing, drilling and coal mining. White House spokeswoman Kelly Love told Reuters that there was “nothing to announce at this time.” On Tuesday, Axios reported that the EPA doesn’t plan on fighting Trump’s current proposal to reduce the agency’s budget by 25 percent — roughly $2 billion — thereby firing 3,000 agency employees. “Senior Trump officials consider the EPA the leading edge of the administration’s plans to deconstruct the administrative state,” writes Jonathan Swan and Ben German. They also report that Trump’s EPA head Scott Pruitt has only opposed the administration on one issue — namely, cleaning up polluted former industrial sites known as brownfields. The Seaholm Power Plant was a brownfield site transformed into an adaptive reuse project. The Power Plant is part of a 7.8-acre neighborhood re-development. Since closing in 1989, repurposing the Plant has been a major objective by the City of Austin. After a nine-year, $13 million clean-up of hazardous materials, the project was the first facility nationwide designated “Ready for Reuse” under the federal Toxic Substance Control Act. After renovation, the project achieved LEED Gold® and AEGB 4-Star The National Register of Historic Places and Recorded Texas Historic Landmark hosts multiple software companies and a 9,600sf restaurant in one of its original boilers. The Power Plant will help create over $2 million in yearly tax revenue and over 600 jobs. Seaholm is creating a sustainable community that is functional yet entertaining, with the Power Plant playing an integral role in the transformation of this Eco-District.
