Saksham Initiative
Plan India has launched many initiatives which help in enhancing young people's access to market driven vocational skills. Through these initiatives, Plan India aims to achieve decent employment for youth living in poor urban and rural areas and ensure that all new entrants to the workforce, including young girls, are equipped with the knowledge and skills needed for high productivity and high-quality jobs. Saksham project is one such initiative, where youth from disadvantaged and marginalized rural and urban communities are being offered market demand driven 'Job Oriented Vocational Training'. The project is targeted at underprivileged girls and boys in the age group of 18 to 25 years in various resettlement colonies of Delhi. The target locations for project are located at the peripheries of Delhi. The training courses include Customer Relations and Sales (CRS); Retail; Hospitality; Debt Recovery Agent (DRA); and IT-Enabled Services. The course delivery is made more comprehensive with the inclusion of English speaking, basic computer education, personality development, and life skills. The project has been implemented through a tri-partite partnership model between Plan India, civil society organisations, and training agency working on youth employment. Plan India is responsible for the overall management, coordination, monitoring, and implementation of the project. Saksham key intervention strategies Saksham focuses on 'Promotion of market demand driven Job oriented Vocational training'. The key intervention strategies include •Identify potential trades for vocational training through a thorough market study •Identify potential employer (of identified vocational trades) closer to each targeted area of operation •Develop customised (as per the requirement of potential employers) vocational and life skill courses •Create awareness amongst youth about the job opportunities in the market and provide career counselling •Work with families, communities, and employers to sensitize them about gender equity, equal opportunity, and economic empowerment of young girls •Mobilize/identify suitable youth for the appropriate vocational course from marginalized families of the targeted operational areas •Provide vocational and life skills training to identified youth •Provide job placements to the trained youth •Provide post job placement follow up support to youth •Creation of young people's collectives (in the form of youth alumni) to help each other to combat unemployment and underemployment issues at the grassroots level Today the project has established credibility in the community. It has simultaneously contributed in generating awareness among the stakeholders and in community about the importance of the economic empowerment of girls. As result, now more girls are enrolling in Saksham. There is also an increased demand from the employers for Saksham candidates.

Strengthening strategic delta planning processes
Project summary: Strategic delta planning is a relatively novel approach that is increasingly used to support long-term integrated and adaptive management of urbanizing deltas, for instance in the Netherlands, Vietnam and Bangladesh. Although strategic delta planning is generally initiated as a concerted effort during a limited period of years, it does not take place in a vacuum. Delta planning needs to fit within a longer history of past planning efforts, societal structures and existing policy environments if it wants to secure a successful implementation throughout its longer-term planning horizon. This project aims at a better understanding of the nature and specifics of strategic delta planning processes, by studying three crucial elements that together influence the fit of delta planning within society: the formation and change over time of various stakeholder coalitions; the role of technological advances and innovative solutions in longer-term delta management processes; and the availability of tools and approaches that support participatory processes. Strong links with practice are forged to ensure the empirical grounding of research, uptake of results and contributions to policy practice. Therefore, the project is linked to real-world strategic delta planning processes in the Netherlands, Bangladesh and Vietnam. These linkages are secured through the involvement in these processes of the various members of the project consortium. And as delta planning requires the combination of delta-level coordination with national level planning and local level actions, the project looks also at specific areas. These are characterised by the prevalence of polders, which demand new innovations in management and/or technology because of the ongoing pressures from urbanisation, growth and climate change. Capacity building is embedded in the involvement of various stakeholders throughout the project activities, as well as through the international networks and educational platforms offered by the project partners. The Urbanising Deltas of the World research programme Urbanising Deltas of the World (UDW) is a research and innovation programme that aims to contribute to global water safety, water and food security and pro-poor sustainable economic and urban development in river delta’s worldwide, by providing effective and efficient responses to increasing pressure and rapid changes related to climate change, population growth and increasing economic activities. The programme funds integrated inter- and transdisciplinary research projects. The programme started in 2012 as a cooperation between several divisions of the Netherlands Organisation for Scientific Research (NWO) and the Directorate General of International Development (DGIS) of the Netherlands Ministry of Foreign Affairs. It is governed by a Steering Committee (SC) composed of representatives of the funding agencies, and managed by a small secretariat based at the NWO division WOTRO Science for Global Development. www.nwo.nl/udw

The ministers from the 10-member Association of Southeast Asian Nations said in a statement that "the highly pathogenic avian influenza," which has ravaged poultry populations in large swaths of Asia and killed dozens of people, requires "an all-out coordinated regional effort." The meeting in the Philippines resort town of Tagaytay ended with the endorsement of a regional plan for control and eradication of bird flu and directed a new task force to urgently formulate "a detailed action plan for implementation and proceed to identify potential sources of funding," a joint ASEAN statement said. The three-year plan was drafted by the UN Food and Agriculture Organisation (FAO) and the World Organisation for Animal Health (OIE) in May, and will be presented to international donors in December for implementation early next year. iDigBio: Using Digital Specimen Data in Biodiversity Conservation Planning and Implementation
Gil Nelson, iDigBio, Florida State University Molly Phillips, iDigBio, University of Florida The first two decades of the 21st Century have seen an exponential increase in the generation and mobilization of digital, specimen-based biodiversity data and turned natural history museums and biodiversity collections in academic institutions into major resources of conservation data. Led in the U.S. largely by the National Science Foundation’s Advancing Digitization of Biodiversity Collections (ADBC) initiative, more than 700 U.S. institutions in 50 states and two territories are digitizing their biodiversity collections and serving these data through iDigBio (Integrated Digitized Biocollections), the national coordinating center for digitization and data mobilization in the U.S. The iDigBio portal (https://www.idigbio.org/portal) now serves more than 110 million records representing 300-400 million specimens, and just over 24 million media records, the majority of which are 2D images. These resources expose previously difficult-to-access collections to wider audiences of conservation practitioners and provide access to the best biodiversity data in the modern era outside of nature itself. This webinar will focus on the brief history of data mobilization in the U.S., the data that are now available and accessible to conservation planners, and how these data can be employed in the implementation of conservation strategies. An overview of the iDigBio data portal will be included.

Peru - The Implementation of Modern Irrigation Technology in the Province of Jauja
Helping farmers to better to adapt to increased water scarcity through improved efficiency in the irrigation systems. The World Bank's Social Development Department, together with the Agriculture and Rural Development Department, and external partners undertook a work program on Local Institutions and Climate Change to address the importance of strong local institutions and their long-term presence in successful implementation of community-based adaptation strategies. Supported by the Bank-Netherlands Partnership Program, and the Trust Fund for Environmentally and Socially Sustainable Development (Norway-Finland), series of activities were carried out in partnership with the Bank's regional departments from Africa, Latin America and Middle East regions and the World Bank Institute. These short videos were prepared in coordination with the World Bank Institute and the local task teams to highlight some of the individual case studies in participating countries. They document some of the challenges of climate risks faced at the local level and show collective local response mechanisms . Invasive Species Risk Assessment and Planning (ISRAP): A New Tool for Managing the Risk of Moving Aquatic Invasive Species in Natural Resource Monitoring and Management Activities by Jonathan Thompson August 2010 Jonathan Thompson is a biologist with the US Fish and Wildlife Service, Pacific Southwest Region (California, Nevada, and the Klamath Basin), Aquatic Invasive Species Program. Thompson's focus is on preventing, managing and controlling invasive species. One of his main duties is to coordinate invasive species workshops within the USFWS Pacific Southwest Region. Invasive Species Risk Assessment and Planning is a tool that manages the risk of moving non-targets (non-target = anything that you are not intending on moving from one place to the next) in natural resource management activities, such as water quality monitoring. The first step in the risk management process is to conduct a risk assessment of potential pathways (A pathway is the movement of non-targets). The risk assessment determines the significance of potentially moving species to an area where they may become invasive. Once it is determined that a pathway posesa significant risk, then a plan is implemented to reduce this risk. The plan is created using the Hazard Analysis and Critical Control Point (HACCP) planning process. As part of campaigns to help prevent the spread of invasive by increasing awareness, HACCP has become a recognizable brand. HACCP training workshops, a website, and an international standard have been created. Decentralized coordination of path planning for different AGV
The video deals with the development of a decentralized method of solving emergent path planning conflict situations within a multi-robot system. A concept will be presented which is capable of solving different types of conflicts, such as crossing situations. Emerging conflict situations are solved by a decentralized system-wide communication, which includes an active exchange of relevant path planning information among all participants. Detection and prevention of collisions takes place on the basis of geometrical operations of planned paths by the involved participants. Furthermore, the focus of the presented method is on a performance optimized implementation and portability, whereby an application is possible on a variety of robotic systems. An evaluation is realised within a simulation environment and real application scenarios.

It’s home to many birds, seals, penguins, and other amazing creatures. The only people who live on South Georgia Island are scientists and government officials. The South Georgia Heritage Trust is a nonprofit organization based in Scotland. Their main mission is to preserve South Georgia’s natural and historical heritage. Throughout the 19th & 20th centuries, sealers & whalers used the island as a home base. Although whalers departed the island when whaling operations ceased in the 1960s, they left behind a devastating legacy that to this day scientists are still trying to reverse. When sealers and whalers docked their boats on the island, the Norway (brown) rat was introduced to this bird sanctuary. It was estimated at one point that hundreds of thousands or even millions of rats inhabited the island. Many of the birds who used the island to nest have fallen prey to the rats. Consequently, the bird population has declined at a dangerous rate. The South Georgia Heritage Trust worked with scientists on a multi-million dollar project to blanket the entire island with rat bait. The Trust contacted Bell Laboratories in Wisconsin to help develop a plan for eradication of the invasive species. One of the project’s many challenges included how to physically get the bait from Wisconsin to the South Pole; a journey of around 10,000 miles across land, sea, and rugged terrain in some of the most challenging weather conditions. Enter OX BOX, a heavy duty industrial packaging company based in the Chicago suburb of Addison, Illinois. The company was just in the midst of developing a weatherproof container that could also be compostable. Timing couldn’t have been more perfect. OX BOX was contacted by a trade magazine who wanted to do a feature on the project. As part of their magazine feature, they also wanted to include a digital video component on their website that would compliment the article. We were hired to produce the video. We coordinated with folks at the South Georgia Heritage Trust to interview their lead scientist, Anthony (Tony) Martin. This interview was filmed for us in Scotland by an amazing local crew. The footage was shipped to our suburban Chicago studio; along with footage that was filmed while a documentary crew was following the team during their mission. We also coordinated local production at the OX BOX facility; where we filmed an interview with the company’s President and various b-roll of their operations. We produced the piece, combined it with music, lower third motion graphics, and a final graphic animation of their company’s logo.

F3GROUP has been appointed by the Consortium of Bloor Homes, Bovis Homes and Linden Homes as Project Manager and Cost Consultant for the 1,400 home development at Boorley Green near Southampton. F3GROUP are acting as the Consortium’s Project Manager and Cost Consultant for the site wide and off-site infrastructure works and utilities. The total cost of these combined elements is approximately £30m. Appointed in mid-2016, part way through the construction stage, F3GROUP initially conducted a review and audit of all documentation and progress to date in order to prepare a Project Implementation Plan for the development. This involved establishing the Consortium’s obligations under the 106 and 278 Agreements, including the development and payment triggers. Under the planning consent, the Consortium were required to construct a new relief road and to coordinate the construction of their development with adjoining developers. F3GROUP chair regular Consortium meetings to report against the implementation plan, manage the appointment and administration of the consultant team and provide monthly cost reports to the Consortium.

Hi, Stu here from NDIA. You may have heard about local area coordination. Well today, we’re in chilly North East Melbourne. We’ll be talking with our community partner, the Brotherhood of St. Laurence, about local area coordination and why it’s so important. So come with me and let’s find out what it’s all about. I’m one of the local area coordinators and I’m based in the Greensborough site. One of the main functions is to provide a link to NDIS and the NDIA. The good thing about where we are, we’re location based. So we’re providing a real local experience for our participants. We really are an information point. You will feel as nervous as anything, but don’t worry about it. Don’t underestimate the pre-planning side of things. It helps so much, you would not believe. During a press conference at the National Business Aviation Association (NBAA) annual meeting and convention in Orlando, Fla., the company also highlighted key testing milestones that have been successfully accomplished with the HondaJet moving closer to certification and delivery. "An assembly line for HondaJet production is in place, major aircraft components including the fuselage and wing have been produced, and we have started assembly of the first customer aircraft," said Honda Aircraft President and CEO Michimasa Fujino. "Commencing production is the most important milestone in the HondaJet program to date, with only the future Federal Aviation Administration Type Certification and first customer delivery ranking greater in significance." Production start with steady progress Honda Aircraft commenced production of the HondaJet and continues to make steady progress toward delivery of the first customer aircraft. The Honda Aircraft production facility represents Honda's expectation of high quality product delivery with lean activities designed to standardize production work and eliminate defects. The company has developed and implemented its own production process improvement device, focused on operator work instructions while on the assembly floor. Instructions are presented on a tablet device, allowing technicians to see a graphical interface that is easy to read and is specifically designed to the individual tasks. The device reduces the need for printed materials and ensures real-time change management on the floor. The production facility will also employ an innovative, on-site paint mixing system designed to achieve optimum color while reducing paint thickness in a controlled environment. At the push of a button, this advanced system allows for multiple aircraft to be coated with a single batch of paint, maintaining color consistency. The system also pre-heats the paint, which results in a superior aesthetic quality. Honda Aircraft has also implemented the Automatic Guided Cart (AGC). The AGC is similar to a mobile robot and is designed to pick up and deliver parts to the production facility's unique assembly areas. The AGC will allow for safe, on-demand material delivery and coordinated parts flow to production technicians. Testing milestones achieved Over the past year, Honda Aircraft has completed various flight, systems and structural tests including: crew seat crash tests, speedbrake testing, ultimate load tests, EASA windshield bird strike testing, wind tunnel icing tests, night lighting testing, etc. The company recently completed the first in a series of remote testing to validate the HondaJet aircraft's performance under extreme temperatures. Hot-weather flight tests were conducted in Yuma, Ariz., and included critical case tests for both aircraft systems and infrastructure. The certified HondaJet, Honda's advanced light business jet, takes its first flight. This is a significant step in Honda's aerospace program with delivery of our first customer aircraft expected in 2012. The HondaJet took off from Greensboro, North Caroline on 20 December and flew for 51 minutes. Developing Bug-Free Machine Learning Systems Using Formal Mathematics
Noisy data, non-convex objectives, model misspecification, and numerical instability can all cause undesired behaviors in machine learning systems. As a result, detecting actual implementation errors can be extremely difficult. We demonstrate a methodology in which developers use an interactive proof assistant to both implement their system and to state a formal theorem defining what it means for their system to be correct. The process of proving this theorem interactively in the proof assistant exposes all implementation errors since any error in the program would cause the proof to fail. As a case study, we implement a new system, Certigrad, for optimizing over stochastic computation graphs, and we generate a formal (i.e. machine-checkable) proof that the gradients sampled by the system are unbiased estimates of the true mathematical gradients. Bangladesh Academy for Rural Development (BARD) (Bengali: বাংলাদেশ পল্লী উন্নয়ন একাডেমী (বার্ড)) is an autonomous institution that strives for research and training of local people as well as practitioners on rural development. The academy is known for implementing the Comilla Model in the 1960s that has been internationally recognised as a model project for rural development in the developing countries. Foundation: BARD was established in 1959 in Comilla under the initiative of Dr Akhtar Hameed Khan who became the institution's founder-Director. After the Bangladesh War of Independence, the institution was renamed to its present form. Location: The academy is located at Kotbari, 10 km from Comilla town. The campus is spread over a vast area that also hosts residences, conference rooms, mosque, library, a health clinic, sports complex, and other amenities. Objectives: One of the main functions of BARD is to provide training for both officials and non-official members of the public and private institutions working on rural development. The training is provided in the form of courses, visit programmes, workshops and seminars. Research: The research is basically aimed at collecting socioeconomic data for planning and project preparation. Findings are also used for training and information materials by respective public bodies and planning institutions. Research also relate to the evaluation of national rural development programmes either independently or jointly with government agencies, universities and research organisations. Projects: 1.TCCA - In the 1960s the Academy evolved a new system of rural cooperatives where small farmers of Comilla sadar thana were organised into primary cooperatives in the form of the federation of Thana Central Cooperative Association. The model has been successfully replicated all over the country. 2.The Thana Training and Development Centre (TTDC) (since 1962-63) is a model of decentralised and coordinated rural administration for development. PRESS RELEASE Exploring the Sintzi spring in the region of Arcadia On December 6, 2015 the diving mission for the exploration of the Sintzi spring in Arcacia was concluded with absolute success and safety, reaching a new depth of 186m. The team, following the cancelled attempt due to bad weather conditions, regrouped on Sunday, December 6 2015 and put into implementation its long term plan to dive beyond 153m and reached 186m. The organization and coordination of this venture was observed with strict devotion as befits missions of increased difficulty, where many decompression bottles are required, with water temperature of 10oC, with underwater chamber (habitat) in order for the cave divers to remain at 6m and specialized equipment so they can emerge safely. The team, which consists of 10 persons, was impressively coordinated which resulted in realizing the original plan of 6,3 hours exactly to the minute. Crucial was the contribution of doctors Pavlos Vavasis and Vasileios Kalentzos, who were fully informed about the diving plan and were stand by having taken all necessary measures to deal with any event. The assistance of the members previous team, George Tzavelas and Komninos Boutaras, which had reached the 153m depth. They supplied unique information as well as specialized equipment for the further exploration of the cave. Finally we would like to thank the Hellenic Speleological & Exploration Club (SPELEO) for its ongoing support and the granting of the habitat. The Sintzi spring in Kandila, Arcadia remains the vision of all the team. By succeeding in reaching the depth of 186m, the spring is officially ranked among the 30 deepest caves universally. From Deep Learning of Disentangled Representations to Higher-level Cognition
One of the main challenges for AI remains unsupervised learning, at which humans are much better than machines, and which we link to another challenge: bringing deep learning to higher-level cognition. We review earlier work on the notion of learning disentangled representations and deep generative models and propose research directions towards learning of high-level abstractions. This follows the ambitious objective of disentangling the underlying causal factors explaining the observed data. We argue that in order to efficiently capture these, a learning agent can acquire information by acting in the world, moving our research from traditional deep generative models of given datasets to that of autonomous learning or unsupervised reinforcement learning. We propose two priors which could be used by an agent acting in its environment in order to help discover such high-level disentangled representations of abstract concepts. The first one is based on the discovery of independently controllable factors, i.e., in jointly learning policies and representations, such that each of these policies can independently control one aspect of the world (a factor of interest) computed by the representation while keeping the other uncontrolled aspects mostly untouched. This idea naturally brings fore the notions of objects (which are controllable), agents (which control objects) and self. The second prior is called the consciousness prior and is based on the hypothesis that our conscious thoughts are low-dimensional objects with a strong predictive or explanatory power (or are very useful for planning). A conscious thought thus selects a few abstract factors (using the attention mechanism which brings these variables to consciousness) and combines them to make a useful statement or prediction. In addition, the concepts brought to consciousness often correspond to words or short phrases and the thought itself can be transformed (in a lossy way) into a brief linguistic expression, like a sentence. Natural language could thus be used as an additional hint about the abstract representations and disentangled factors which humans have discovered to explain their world. Some conscious thoughts also correspond to the kind of small nugget of knowledge (like a fact or a rule) which have been the main building blocks of classical symbolic AI. This, therefore, raises the interesting possibility of addressing some of the objectives of classical symbolic AI focused on higher-level cognition using the deep learning machinery augmented by the architectural elements necessary to implement conscious thinking about disentangled causal factors. The Indian Army has a long standing tradition of fostering the spirit of adventure amongst all ranks and has been a role model for undertaking high risk adventure activities. Be it lofty heights of Himalayas or the mysterious depth of oceans, vast expanse of the sky and deserts or the closed confines of caves, Indian Armymen have been the pioneers in adventure activities in all these spheres. Adventure constitutes an essential component of military training. It helps in developing a sense of purpose, determination, courage and perseverance against all odds. Adventure activities develop espirit-de-corps and leadership qualities in all ranks of the Army, which are essential for day-to-day functioning during peace and war. The Army Adventure Wing, Directorate General of Military Training, at Army Headquarters plans, coordinates and executes all major high-risk adventure projects on land, air and water within the Army. It also coordinates and conducts all international, national and inter-services adventure activities. Middle or Low adventure content activities like parasailing, bicycle tours, low altitude treks are also encouraged, which are undertaken by various units/formations and coordinated by respective command HQs within their jurisdictions. The Army adventure Wing (AAW) was initially established as Army Adventure Cell (AAC) in 1993 for coordinating Indian Army Everest Expedition 1985. With the increased interest in adventure activities over a period of time, great Himalayan Expeditions- Project HIMEX was conceived and implemented during 1994-1996, in which several major adventure activities were undertaken. Subsequently, in 1998, AAC was ungraded and re-christened as Army Adventure Wing (AAW). In unique fusion of these traditions, AAW under the Directorate General of Military Training presently functions as the apex body for conduct of all adventure activities in the Army. AAW conducts training for all volunteer adventure activity enthusiasts in existing 14 adventure training nodes across the country. With the decentralization of adventure activities to the Commands, additional adventure nodes having facilities for White Water Rafting, Wind Surfing, Scuba Diving, Para Sailing, Para Gliding, Microlight aircraft flying, Hang Gliding, Paramotor flying, Hot Air Ballooning are being created at suitable locations in all Commands. Omur Arslan presents "Clustering-Based Robot Navigation and Control"
2/17/2016 Abstract: With the increasing use of robots in our daily lives, it becomes even more crucial for autonomous robotics systems to be able to safely move in their workspaces to accomplish given tasks. Two widely used approaches to tackle the safe robot navigation problem are configuration space and sampling-based motion planning methods. While configuration space motion planning requires an explicit representation of the robot's configuration space (all possible allowed robot states that are free of any collisions, and satisfy the kinematic and dynamic system constraints) in terms of standard geometric and topological shapes, sampling-based motion planning avoids this complexity by producing open-loop navigation trajectories using randomly sampled robot configurations and simple connectivity criteria. In this talk, I will introduce the use of clustering for closing the gap in modeling configuration spaces between these two complementary motion planning methods. Traditionally an unsupervised learning method, clustering offers automated tools to discover coherent groups (clusters) in configuration spaces to model their unknown global organizational structure and/or to determine collision free neighborhoods of robot configurations. I will demonstrate potential applications of such clustering tools to the problem of feedback motion planning and control. In particular, I will present the use of hierarchical clustering for provably correct coordinated multirobot motion design, and I will show how the robot-centric Voronoi diagrams can be used for provably correct safe robot navigation in cluttered environments. Biography: Omur Arslan received the B.Sc. and M.Sc. degrees in electrical and electronics engineering from the Middle East Technical University, Ankara, Turkey, in 2007 and from Bilkent University, Ankara, in 2009, respectively. He is currently working toward the Ph.D. degree with the Department of Electrical and Systems Engineering, University of Pennsylvania, Philadelphia. His current research interests include geometric and topological characterization of clustering methods and its application to robot motion planning and control, machine perception, machine learning and data mining.

Oil Spill Exercise at Port Coogee, Western Australia
Integration of organisations attending an oil spill is key to ensuring an effective operational response to an unplanned event. Pendoley Environmental, Perth Petroleum Services (PPS), Aerometrix and the Port of Coogee came together in an exercise scenario where 100 litres of diesel fuel spilt in the entrance to Port Coogee Marina was simulated using Peat. Boom deployment and shoreline cleanup along with Oiled Wildlife Response was exercised. The use of an Unmanned Aerial Vehicle (UAV) for fauna 'search and secure' in a built up coastal/port environment was also tested. The Port of Coogee Marina Manager Nich Grundy and the Marina Board were enthusiastic about running such an exercise and indicated it would form part of testing their Emergency Response requirements. Pendoley Senior Marine Scientist and Incident Control Centre (ICC) OWR Commander for the exercise Dr Andrew Morgan said "it was great to see such enthusiasm from everyone involved and to demonstrate how all this works operationally". The approach was focused on establishment of a command structure and the coordination of activities by trained PPS spill response and Pendoley Oiled Wildlife Response experts. Pendoley HSE advisor Mitch Pearce said "most important was to achieve the integration of Health, Safety and Environment (HSE) requirements across the entire operation". After HSE and exercise briefings, roles and responsibilities were allocated and appropriate Job Hazard Analysis (JHA), Personal Protective Equipment (PPE) and site inductions carried out. Matt Baldock partner of PPS said "the day was a chance for the PPS team to deploy booms and a weir skimmer plus practice the setup of a forward staging area camp site". A number of wildlife replicas constructed by PPS in consultation with Pendoley were then deployed into the marina along with the peat prior to the start of the exercise. This included two replica turtles, a pelican, a number of penguins and some oranges simulating small birds. Teams split off to their respective areas including setting up staging, on-water operations and boom deployment, command and control, and establishment of an Oiled Wildlife Response operation and UAV launch/recovery and flight monitoring station. While booms were being deployed and staging set up a ground response and aerial response to oiled wildlife was started. The UAV quickly identified oiled wildlife and in combination with coordination of use of shoreline and on-water spill response assets and coordination of personnel by OWR team leaders, all oiled wildlife were recovered during the course of the exercise. During the response the command and control hierarchy and communication procedures that would be used in response to a real event was simulated. This included the Port of Coogee activating their emergency response plan through the City of Cockburn. Pendoley Senior Environmental Scientist Anna Lewis took on the role of on scene OWR and shoreline response supervisor, stating that "the four teams worked very efficiently to contain the spill, locate the oiled wildlife both on-water and with the UAV, and secure and stabilise the wildlife at the staging area in a very safe manner". PENV coordination of command and control also simulated engagement of non-Government Organisation (NGO) wildlife experts for pickup of oiled animals and transfer to a treatment and rehabilitation facility after being recovered and stabilised at staging. During operations security and media problems were also simulated. During the exercise the boom was successfully deployed and procedures followed for movement between hot and cold zones and transitioning warm zones within staging. The PPS spill response team set up a staging area with a full range of gear, including wash down and decontamination tent, personnel tent, and waste laydown areas including oiled wildlife. Pendoley General Manager and observer for the exercise, Ian Bellingham stated "having an understanding of the synergies required for oil spill response, and the search, secure and stabilisation of oiled wildlife during spill containment, along with maintaining all the necessary protocols is very important. This exercise enabled the different groups to work through some of the issues, identify gaps and learning from them -- overall a very successful exercise". Many lessons were learnt about coordinating the integration of spill response, oiled wildlife operations and use of a UAV and the intention will be to develop further scenarios, field exercises and table top exercises.

The park has been divided into three broad parts; 1) ecological zones like wetlands, grasslands, and urban forest, 2)theme gardens and open spaces, 3)and urban recreational spaces. The Eco Park is further divided into different sub-parts according to the different types of fauna planted. According to the plan, the park will have different areas like wild flower meadows, a bamboo garden, grasslands, tropical tree garden, bonsai garden*, tea garden, Cactus Walk*, a heliconia garden*, a butterfly garden, a play area and an amphitheatre(*-yet to be added). Further, there is plan to develop an eco-resort in public-private partnership, and will also include an area where handicrafts from different part of the state will be exhibited. The park was inaugurated on 29 December 2012 by Mamata Banerjee. This webinar is a review of the new NRCS conservation practice standard for Emergency Animal Mortality Management (CPS 368). With climate change there seems to be an increasing number of storm events and associated animal mortality disaster situations. There are also a large number of emergency mortality situations related to animal health; the Highly Pathogenic Avian Influenza (HPAI) situation of Spring 2015 is an example. Emergency Animal Mortality Management (CPS 368) has been removed from CPS 316 Animal Mortality Facility to strengthen NRCS’s ability to deal with emergency situations, increase the number of disposal options, and more explicitly define NRCS’ roles and responsibilities in providing assistance in a disaster situation. The webinar will also discuss APHIS's role in the recent HPAI outbreak, and how we can coordinate our roles in future events. This webinar includes an informative Q&A session at the end of the presentation, for a total duration of 1:53 minutes for the on-demand webinar.
The Dept. of Trade and Industry is planning to deregulate prices in basic necessities. There is a group of food manufacturers that is expressing full support for this move. After the Dept. of Trade & Industry made public its desire to lift the suggested retail price of SRP scheme for basic necessities and prime commodities, the Philippine Association of Meat Processors or PAMPI commended the DTI move.This was announced by PAMPI president Felix O. Tiukinhoy. At present, it is the manufacturers that set the suggested retail price of basic necessities, but these are evaluated and subject to the approval of the DTI. Just this month, the National Price Coordinating Council passed a resolution lifting the pre-approval of the DTI on SRPs of basic necessities and prime commodities prior to their implementation. The National Price Coordinating Council is chaired by the Dept. of Trade & Industry. DTI Secretary Ramon Lopez was quoted as saying that the old approval system smacks of bureaucratic red tape and the Council believes that the SRP should be a business decision of the manufacturers. PAMPI declared that they were in full support of this DTI stand, saying that consumers must be given the freedom to choose what is best for them. The association’s president added that “people can patronize products with good value. ON the other hand, they can boycott abusive manufacturers.”

Wide shot of news conference STORYLINE: China and its Southeast Asian neighbours announced plans on Sunday to coordinate the screening of travellers for SARS while trying to repair the damage the disease has inflicted on the region's tourism industry. The announcement came as China reported two new SARS cases on its mainland and no new deaths - its lowest one-day total since authorities began releasing daily reports in April. The mainland death toll stands at 332, while the number of cases rose to 5-thousand-330. China and the 10 countries of the Association of Southeast Asian Nations (ASEAN) say they will screen every international traveller for fever and other SARS symptoms and notify each other of those suspected to be carrying the virus. They promised to hospitalize visitors suspected of being infected instead of turning them away. The promise of new cooperation came during a two-day meeting of health, immigration and other officials - a follow-up to an emergency summit in April when regional leaders pledged wide-ranging steps to control the disease. The officials said travellers who try to avoid screening could face criminal penalties. Despite falling numbers of new cases of severe acute respiratory syndrome, Chinese officials have warned repeatedly that it is too early to relax anti-disease measures. Screening for fevers and other measures are already in place at ports and airports throughout the region. The NDIS and community partners. Hi, Stu here from the NDIA. You’ll be seeing signs like this pop up around the country and maybe even in your community. The NDIS is building a network of community partners around the country to deliver the NDIS in your community. Today you’ll be hearing from one of our community partners in sunny Townsville, who is working on delivering early childhood intervention, and also from chilly Greensborough in North East Melbourne where we will be talking with the Brotherhood of St. Laurence, who are working with us on local area coordination services. What is an Early Childhood Partner? I’m Petrina, I work for Uniting Care Community. We’re the early childhood partner for the NDIS in Townsville and Charters Towers. I work alongside families to help them connect to the NDIS and help them connect to mainstream services in the community. My name’s Rachael, I have seven children, but my youngest two daughters both have spina bifida. Prior to NDIS, I guess our life very much felt like we were just living in the day to day and the message being, just enjoy what you’ve got. Enjoy them while you’ve got them. Uniting Care Community were the ones that provided my planner, and that was really great. It’s wonderful to be able to actually be excited about their future. Now it’s about “awesome, what can we do to support you to make that happen?” What we do is we get beside the families and we help build their skills and the skills of the child, to help them have the best opportunities later in life and realise all their ambitions and dreams. What is a Local Area Coordinator? I’m one of the local area coordinators and I’m based in the Greensborough site. The good thing about where we are, we’re location based. So we’re providing a real local experience for our participants. So we really are an information point. You will feel as nervous as anything, but don’t worry about it. Don’t underestimate the pre-planning side of things. Focus on any goals, even if they’re five or ten years ahead, because they’re the ones that will get you to where you need to go in the long term. That’s what NDIS are looking for and will help you with. So we’ve learnt a lot today about how our partners in the community are working together with us to deliver the NDIS in your community. With the arrival of the Envoys of Bahamut, and the holy container in which to transport the evil Horn of Orcus, Vox Machina is given permission to embark on a Skyship to cross the Ozmit Sea toward he distant city of Vasselheim. As they traverse the expansive ocean, the ship is suddenly under siege by a band of wyvern and griffin-riding bandits, tossing the deckhands over board to their deaths. The party enters the fray, defending the Skyship, and even taking a prisoner in the process. With the battle over, and the artifact still safe, the party prepares for their arrival in a strange, foreign land...
