Draft Communitywide Strategic Plan Now Available

The Communitywide Strategic Plan is developed for the entire Fairfax community by the Fairfax County Department of Housing and Community Development (HCD) in partnership with the Affordable Housing Advisory Committee (AHAC). AHAC is a group consisting of non-profit leaders, stakeholders, members of the business community, and the real estate industry that advises the Board of Supervisors on affordable housing issues. Together, HCD and AHAC developed 25 specific strategies to address the coming housing needs with input from the community. Fairfax County's Area Plans Review  Retrospective: Looking Back to Move Forward

The county wants to improve the Area Plans Review (APR) process, which is the primary means to regularly review and update the county's Comprehensive Plan. To do so, the Department of Planning and Zoning is conducting the 2011-2012 Area Plans Review Retrospective. The retrospective will evaluate how the process can: -Expand public outreach -Provide a more holistic approach to review -Enhance land use and transportation analysis The APR Retrospective intends to document the changing nature of APR and combine opportunities for community input with staff research and evaluation. The retrospective has been endorsed by the county's Planning Commission, an advisory body to the Board of Supervisors on land use decisions related to the county's Comprehensive Plan. The Board of Supervisors also discussed this type of evaluation as part of their 2009 Fairfax County Board of Supervisors Retreat agenda. Fairfax County's Georgelas Development in Tysons

Tysons' transformation took one more step forward yesterday, as the Fairfax County Board of Supervisors approved the first development application to remake the area into an urban center. The board approved the construction of five high-rise residential buildings near the intersection of Route 7 and Spring Hill Road. This mixed-use development will be located within a quarter mile from the future Tysons West Metro station, making it an easy three to six-minute walk to transit. When completed, Spring Hill Station, as its developer the Georgelas Group calls this project, will be more than seven million square spread over a 31.6-acre site. Yesterday's board's action gave the green light to develop seven acres on this site. The project is divided into three neighborhoods, and the approval allows for development of the third neighborhood and a small part of the second The development offers many features that help to reconstruct Tysons into a green, walkable, 24/7 urban center where people can live, work, shop and play. Daniel Burnham Award for a Comprehensive Plan Plan Cincinnati: A Comprehensive Plan for the Future Cincinnati, Ohio The vision for Plan Cincinnati is thriving re-urbanization Plan Cincinnati is the first plan for the city of Cincinnati in more than 30 years. The three year process began in 2009; one year after the city's planning department was re-established. Instead of trying to make Cincinnati like other cities, Plan Cincinnati focuses on what makes Cincinnati unique — its urbanity. The plan focuses on revitalizing Cincinnati's neighborhood centers and corridors while improving citizen's physical health and quality of life. In a shift from traditional comprehensive plans, Plan Cincinnati is organized around five initiatives — compete, connect, live, sustain, and collaborate. The result is a plan that is more conceptual and is not a strict parcel-by-parcel approach. The plan emphasizes mixed-uses, and defines areas where compact walkable development should be reinforced or established. Development of the plan was achieved through a "process of discovery," letting the process itself guide the plan's direction. Oversight was provided by a mayor-appointed steering committee that included representatives from community organizations, businesses, nonprofits, and institutions. Neighborhood summits, public open houses, and special youth outreach helped ensure that Plan Cincinnati was a plan that represented the citizens of Cincinnati and successfully involved stakeholders of various ages, backgrounds, and geographies.

The Daniel Burnham Award for a Comprehensive Plan Comprehensive Plan for Tysons Corner Fairfax County, Virginia In 1960, Tysons was simply a country crossroad, but today there are 17,000 residents and 100,000 jobs. It is projected that by 2050, there will be 100,000 residents and 200,000 jobs in the area. The need for a new comprehensive plan rose out of the desire to transform a successful suburban employment center into a series of livable urban districts. Aiding in this goal is Metrorail's new Silver line that will bring four new transit stations to Tysons by 2013. Public participation was a key component of creating the Comprehensive Plan for Tysons Corner. The task force appointed by the county board of supervisors coordinated public participation and held a series of community workshops and public outreach events that were attended by more than 2,000 citizens. The planning commission also held more than 50 public meetings to gather viewpoints from communities and landowners around Tysons Corner. The plan includes a tiered approach to density that is focused around four transit stations, a long-term goal of reducing the jobs-to-household ratio from 13:1 to a more balanced 4:1, and incentives to reserve 20 percent of new housing units for moderate-income households, as well as innovative stormwater management facilities designed to retain at least the first inch of rainfall on site.

This phase has concluded (see below). The second phase is ongoing (see below) and will review substantive changes to Comprehensive Plan guidance for the Lincolnia Planning District. The study was authorized by Mason District Supervisor Penny Gross and the rest of the Board of Supervisors in order to assess whether portions of the Lincolnia Planning District should be designated as a Community Business Center (CBC). Area(s) designated as a CBC would encourage a mix of uses focused around a core area of higher intensity, such as a town center or main street in a pedestrian-oriented setting. Phase Two: This part of the study is ongoing and is considering designating a portion of the Lincolnia area as a Community Business Center (CBC) within the Fairfax County Comprehensive Plan. Based on the outcome of that consideration, the study will then consider associated planning guidance, particularly land use and development intensity recommendations. In addition, the study will review and update planning guidance for the entire Lincolnia Planning District.

Kyla Wahlstrom, director of the University of Minnesota's Center for Applied Research and Education Improvement who studied the effects of starting school later said: "Early findings indicate that grades have improved. The research is pretty clear. This is something that works to help teenagers develop their full potential."
