Dr. Brenda Hoppe hosted a "Planning for Climate & Health Impacts: Emergency Management Considerations​" webinar on August 22, 2018. Minnesota is experiencing an increase in the number and strength of weather-related natural disasters. Emergency management professionals are on the front-lines of responding, but often lack access to and understanding of climate trend data to help plan for and minimize the risks of impacts from extreme weather events. As a way to help planners and decision-makers in emergency management and related fields understand regional climate trends, the Minnesota Climate & Health Program developed climate and health data profiles tailored to each of the six Homeland Security and Emergency Management (HSEM) regions across the state. Each regional profile includes a description of climate change trends along with a summary of climate and population projection data. Additionally, each regional profile provides a local case study to illustrate the links between extreme weather and natural disasters and what climate projection data can (and can't) indicate for similar events in the future. This resource provides a framework for discussing projected local risks related to our changing climate and supports the development of climate adaptation strategies that protect community health and safety.​

Prevention and Disaster Response Planning for Businesses

With support from the United States Agency for International Development’s Office of Foreign Disaster Assistance (USAID/OFDA), The Asia Foundation is increasing resilience against natural disasters in Vietnam by reaching beyond the traditional targets of disaster risk management (DRM) work to collaborate with a broader spectrum of stakeholders, increasing the DRM capacity of Vietnamese businesses, and supporting local innovations in areas vulnerable to natural disasters. Since April 2011, The Asia Foundation has been implementing a project to build the DRM capacity of Vietnamese businesses in areas vulnerable to natural disasters. Focusing primarily on small and medium-sized enterprises (SMEs), the project has built resilience and strengthened public-private partnerships (PPPs) for DRM and disaster relief activities. The project is being implemented through strategic partnerships with the Vietnam Chamber of Commerce and Industry (VCCI), the largest business chamber association in the country, other business associations, relevant government agencies such as the Disaster Management Center, and local non-governmental organizations. As the project nears the end of its third of four phases, it has to date established a DRM training curriculum for SMEs, developed a group of 120 master trainers from over 60 organizations, trained more than 2000 individuals (including 30% women and staff from over 1000 SMEs in 15 provinces and cities in Central and South Vietnam), and conducted a series of research and pilot activities to enhance disaster-related PPP and corporate social responsibility (CSR). The project’s website (www.ungphothientai.com) has become a resource hub for Vietnamese businesses to access information on DRM, including publications and training manuals. A variety of multimedia on DRM are also available on the website, including eight videos related to the project’s impact, such as this video.

It consists of a number of elements, for example; warning/evacuation, search and rescue, providing immediate assistance, assessing damage, continuing assistance and the immediate restoration of infrastructure.The aim of emergency response is to provide immediate assistance to maintain life, improve health and support the morale of the affected population. Such assistance may range from providing specific but limited aid, such as assisting refugees with transport, temporary shelter, and food, to establishing semi-permanent settlement in camps and other locations. It also may involve initial repairs to damaged infrastructure. The focus in the response phase is on meeting the basic needs of the people until more permanent and sustainable solutions can be found. The main responsibility to address these needs and respond to a disaster lies with the government or governments in whose territory the disaster has occurred. In addition, Humanitarian organizations are often strongly present in this phase of the disaster management cycle, particularly in countries where the government lacks the resources to respond adequately to the needs. A "disaster", noun, is defined as a calamitous event, especially one occurring suddenly and causing great loss of life, damage or hardship such as a flood, aircraft crash or a business failure. "Response" is defined (in this context) as: Noun: An answer or reply, as in words or in some action. The Business Dictionary provide a more comprehensive definition for "disaster response"; Aggregate of decisions and measures to (1) contain or mitigate the effects of a disastrous event to prevent any further loss of life and/or property, (2) restore order in its immediate aftermath, and (3) re-establish normality through reconstruction and re-rehabilitation shortly thereafter. The first and immediate response is called emergency response. The Johns Hopkins and the International Federation of Red Cross and Red Crescent Societies (IFRC) state: "The word disaster implies a sudden overwhelming and unforeseen event. At the household level, a disaster could result in a major illness, death, a substantial economic or social misfortune. At the community level, it could be a flood, a fire, a collapse of buildings in an earthquake, the destruction of livelihoods, an epidemic or displacement through conflict. When occurring at district or provincial level, a large number of people can be affected. Most disasters result in the inability of those affected to cope with outside assistance." A recent case study of a disaster response undertaken by the IFRC can be viewed here. The level of disaster response depends on a number of factors and particular situation awareness. Studies undertaken by Son, Aziz and Pen ~a-Mora (2007) shows that "initial work demand gradually spreads and increases based on a wide range of variables including scale of disaster, vulnerability of affected area which in turn is affected by population density, site-specific conditions (e.g. exposure to hazardous conditions) and effects of cascading disasters resulting from inter-dependence between elements of critical infrastructure". In the British Government's Emergency Response and Recovery guidance, disaster response refers to decisions and actions taken in accordance with the strategic, tactical and operational objectives defined by emergency responders. At a high level these will be to protect life, contain and mitigate the impacts of the emergency and create the conditions for a return to normality. Response encompasses the decisions and actions taken to deal with the immediate effects of an emergency. In many scenarios it is likely to be relatively short and to last for a matter of hours or days—rapid implementation of arrangements for collaboration, co-ordination and communication are, therefore, vital. Response encompasses the effort to deal not only with the direct effects of the emergency itself (e.g. fighting fires, rescuing individuals) but also the indirect effects (e.g. disruption, media interest).....

Keynote by Desiree Matel-Anderson, Former Federal Emergency Management Agency Willow Brugh, Geeks Without Bounds Desiree (Desi) Matel-Anderson is the Chief Innovation Advisor at FEMA and Think Tank Strategic Vision Coordinator. During her tenure at FEMA, she led the first innovation team down to Hurricane Sandy to provide real-time problem solving in disaster response and recovery. She also runs think tanks nation-wide to cultivate innovation in communities. Desi began her emergency management experience by volunteering in Northern Illinois University’s Office of Emergency Planning followed by working in the Southeast Wisconsin Urban Area Security Initiative and the City of Milwaukee Homeland Security and Emergency Management Office. She has also worked on numerous innovative projects with agencies, communities, organizations and companies throughout her career. In addition to her background in emergency management and innovation, Desi continues to periodically lecture at Harvard and various universities on innovation which includes consulting agencies and countries internationally on innovative practices and infrastructure. Desi attended the National Preparedness Leadership Institute at Harvard’s Kennedy School of Government and School of Public Health in 2011 and obtained a Juris Doctorate from Northern Illinois Willow is an organic chat client, spanning a multitude of subcultures and putting like-minded (but differently disciplined) peopleWillow Brugh in touch. This has led to a passion for hacker and maker spaces as places for education and indicators of resiliency in disaster. These places must be nurtured and pushed forward, to take a lead role in creating engaged citizens to take us into the future. She co-founded of Jigsaw Renaissance, a learning and making community in Seattle; co-founded and past director of Space Federation, linking together hacker and maker spaces; and currently direct Geeks Without Bounds, an accelerator for humanitarian projects. In 2013, Willow embark on a new adventure as a research affiliate at Center for Civic Media out of MIT.

Family reunification is not often indicated as a priority in the disaster planning cycle but when it comes to children it needs to be. Children who become separated from those who best understand their individual needs, makes coping with their reality that much more difficult and adds to their anxiety and stress levels. If not planned for or protected properly, these minors may be susceptible to maltreatment, abuse and kidnapping. This webinar looks at these issues as well as challenges and resources.

The safety and security of our students and staff is a top priority. Following the recent tragic events in Florida, many parents have shared questions, concerns and suggestions regarding the district’s approach to school safety. As a district, we have an established District Safety Structure and Comprehensive Emergency Management Plan. We continually assess districtwide safety needs, assess implementation of safety measures and protocols, identify training needs, and ensure response to changing conditions. At the March 5 School Board meeting, I presented a report on our approach to school safety, specifically focusing on the “Protection” element of our Comprehensive Emergency Management Plan. The report includes information on our safety structure, protection goals, current strategies and efforts, and the strategies undergoing feasibility studies. I encourage all parents to view this video for the full presentation. Also, please note that the district is also in the process of planning, in partnership with our cities, Community Safety Forums. Aftermath of Typhoon Haiyan: What now? What's next?

The first forum on disaster-risk response and preparedness management to explore the aftermath of Typhoon Haiyan in the Philippines was held on 27 March 2014. At the initiative of the Filipinos and Fil-Australians in the University of Queensland, this was the first time that such a forum was held in Queensland, Australia. The forum was held in collaboration with the University of Queensland (UQ) School of Geography, Planning and Environmental Management (GPEM) and the venue was hosted by the UQ Global Change Institute. The forum's topic encompassed a broad spectrum of questions in the area of climate change, including understanding its impacts, related policies and response measures both at the national and international levels. Using the Typhoon Haiyan, known as Typhoon Yolanda in the Philippines and is the strongest storm ever recorded at landfall as a case study, disaster mitigation areas were identified and innovative strategies for urban planning and development in typhoon-affected areas were explored. The program of the forum included section sessions with reports from invited scientists and policymakers.

RE-PLAN: A Computational Tool for Biological Emergency Response Plan Analysis

This video demonstrates the use of the RE-PLAN system developed at the Center for Computational Epidemiology and Response Analysis. RE-PLAN was created to enable public health professionals to create and analyze biological emergency response plans without the need for GIS or programming expertise. Analysis is performed using quantitative population, transportation, and traffic data. Using RE-PLAN, public health professionals can design plans for efficient distribution of Strategic National Stockpile (SNS) assets. Feeling Safe, Being Safe, a close captioned DVD, illustrates the importance of being prepared in case of an emergency and how anyone can create a personalized plan in their own home to feel safe and be safe. Emergencies and disasters happen every day and many people are not ready to respond. Feeling Safe, Being Safe tools show how to make your plan, connect with your community members and create a home emergency kit. Members of the Consumer Advisory Committee (CAC) for Californias Department of Developmental Services, in partnership with the Board Resource Center (BRC), implemented a three year project called Leadership Through Personal Change to assist Californians with developmental disabilities to live by the motto: My Life, My Way! In the course of their work, they established and practiced a straightforward decision-making process called Think-Plan-Do to demonstrate how to create a goal, make plans, and take action to succeed. In the aftermath of natural disasters in the United States and around the world and the serious consequences felt by many, the CAC turned attention to creating ways to help all people be confident in their ability to carry out individualized plans to be better prepared. Using the Think-Plan-Do methodology, the CAC insisted emergency preparedness instructions and tools be user friendly, if they are to be effective. With CAC guidance, BRC developed and field-tested a DVD (close-captioned), Worksheet, Magnet and teaching curriculum - the package of Feeling Safe, Being Safe instructional materials. Since its launch by the CAC, Feeling Safe, Being Safe has been presented at national and international conferences and is currently being adopted or adapted for use in other states. The CAC has sponsored and co-produced additional leadership videos viewable on YouTube found by using search word: cac leadership or boardresourcecente. Zee Kitonyi is currently a master law enforcement trainer with an extensive background in anti- and counter-terrorism concepts and tactics. He currently has more than 14 years of operational, logistical, and training experience in anti- and counter-terrorism, specializing in active shooter response planning, physical security design, and business continuity. Presently, Zee assists with the security planning process and emergency management for the City of Albany, New York State's Special Events, and Critical Infrastructure. Throughout his career in counter-terrorism, Zee has worked with local and federal government facilities, hospitals, water treatment plants, school districts, and several other critical infrastructure and key resources throughout the capital region and upstate New York. His goal is always to present the best options to consider in protecting the community from the threat of terror attacks. Zee joined the United States Army Reserve in 2001. He served as platoon sergeant with the 962nd Ordnance Company, Detachment 1 during its mission in Miseau, Germany. He also served as the Post Force Protection / Anti-terrorism Non-Commissioned Officer In Charge at Logistical Support Area Anaconda in Balad, Iraq, from 2004 to 2005. He is a U.S. Army Corps of Engineers Security Engineering graduate and was awarded the Army Meritorious Service Medal for his OIF deployment. Zee was Honorably Discharged in 2014.
