The Congress for the New Urbanism (CNU) supports the conversion of New Orleans' Claiborne Overpass/Interstate 10 (I-10) into a revitalized North Claiborne Avenue. A possible highway-to-boulevard conversion will reconnect the Tremé/ Lafitte and Tulane/Gravier neighborhoods to the rest of New Orleans, bring people and businesses back to the street, increase opportunities for community investment and economic development, and promote healthier living conditions. This video explores the history of Claiborne Avenue, its present condition, and re-imagines a different future for the corridor. In 1849 the Congregation of the Holy Cross purchased what was once known as Reynes Farm and built St. Isidore’s College, later known as the Holy Cross School, as an all-boys school. The neighborhood soon took its name from the school. The original campus at 4950 Dauphine Street was destroyed by Hurricane Katrina in 2005, forcing the school to relocate to Gentilly. The site now stands abandoned with many redevelopment plans in the works. The Holy Cross Congregation did, however, donate a portion of the campus to the New Orleans Baptist Ministries. The group plans to open a health clinic at the site. The location at the 4900 block of St. Claude Avenue would be the only clinic serving the Lower 9th Ward, and sits on 3.5 acres of land, allowing room for expansion. It would feature both primary and preventative care. Some redevelopment plans are not as supported as the medical clinic plan. The Holy Cross School, in August 2012, sold a portion of the old campus to Perez Architects. Perez plans to build a 180-unit riverfront apartment complex. Opposition from the neighborhood stems from the believed negative impact of the 132 foot building structure on the historic nature of the neighborhood. Supporters of the plan, however, say that the project, which also calls for storefront and restaurant development, will bring money to the area which currently has a 50% population return rate. The Holy Cross Headmaster stated that the school only agreed to sell the land to Perez because they believe that it supported their promise to bring something beneficial to the neighborhood. The building plans now stand before the Historic District Landmark Commission’s architectural review committee. The development would take place in three phases. The first being renovation of the Administration Building, with the building of a farmers’ market and other shops and businesses. The second phase would build the 180-unit apartment building, with 10,000 square feet of space available for restaurants. The third and final phase would include 15,000 square feet of space available for retail and then 130 residential units

Today, Mayor Mitch Landrieu participated in a groundbreaking event to celebrate the start of construction of ReFresh, a redevelopment project at Broad and Bienville streets receiving major funding from the New Orleans Fresh Food Retailers Initiative (FFRI). The project. in a 60,000-square-foot property that formerly housed a Schwegmann's supermarket and Robert's Fresh Market, will be anchored by a 25,000-square-foot Whole Foods Market, and will include Liberty's Kitchen cafe and training program, and The Goldring Center for Culinary Medicine at Tulane University. The project is being developed by Broad Community Connections, a non-profit organization working to revitalize Broad Street from Tulane Avenue to Bayou Road, and L+M Development Partners, a developer of affordable, mixed-income, and market-rate housing. Broad Community Connections received a $1 million loan from the FFRI, with a forgivable amount up to $500,000. In addition to the FFRI loan, the Board of Commissioners of the New Orleans Redevelopment Authority (NORA) approved an award of $900,000 to Broad Community Connections for the redevelopment of the property through its Commercial Corridor Revitalization program. Launched in March 2011, the Fresh Food Retailer Initiative plans to award $14 million worth of low-cost, flexible financing to enable vendors to open, renovate or expand retail outlets that sell fresh fruits and vegetables in lower-income areas of the city where access to fresh foods has been lacking. The City previously announced FFRI awards to the iconic Circle Food Market in the Seventh Ward and DaFresh Seafood Market in Central City. To fund FFRI, the City is providing $7 million in Disaster-Community Development Block Grant (D-CDBG) funds, which will be matched 1:1 by the City's partner, Hope Enterprise Corporation (HOPE), for a total of $14 million. In addition, the City has partnered with The Food Trust, a national non-profit organization with a track record for administering innovative approaches to expanding access to fresh foods in Pennsylvania and New York.

Described as the most ambitious project of the Jefferson Edge 2020 Strategic Plan, Jefferson Parish Economic Development Commission (JEDCO) today introduced its plan to redevelop Fat City. Over the last ten months, parish residents, business owners, stakeholders and community leaders have worked together to develop specific action items designed to transform Fat City into a mixed-use neighborhood with three distinct areas: a pedestrian core of family-friendly attractions and services, a residential district to the north and a broad commercial district to the south. The redevelopment plan builds upon current initiatives such as new code requirements, interim zoning and the establishment of a tax increment financing (TIF) district. "While Fat City currently has a diverse mix of uses, there is a lack of cohesiveness and flow between one use and another," said Jim Hudson, Chairperson of the Fat City Strike Force. "The plan addresses how pedestrian, residential and commercial uses all tie together with landscaping, sidewalks and ample parking." Action items are divided into five main categories, each designed to mitigate problems, enforce higher development standards, attract new investment and improve the physical infrastructure of Fat City. Regulatory changes: establishing new zoning districts, a new zoning map and amortizing adult uses and non-conforming signage. Parking: instituting parking mitigation requirements, establishing a parking management entity and implementing a parking capital improvement plan to meet the demand for off-street parking. Infrastructure: developing capital plans and desired streetscape improvements and developing a funding mechanism for burying utilities. Public Service/Infrastructure: devising alternatives to front yard dumpsters, establishing a Business Development District (BDD) and neighborhood association, pursuing collaborative crime prevention initiatives and continuing code enforcement sweeps. Financing/Incentives: hiring a grants coordinator and public private liaison and developing landscaping and façade assistance programs. "Due to its location in the heart of Metairie and its proximity to Lakeside Shopping Center and Causeway Boulevard, Fat City is prime real estate. With significant revitalization efforts, Fat City will attract long-term residential, commercial and industrial investments," Hudson said.
