Cannabis create government waste on health care systems.
“According to the Center for Disease Control and Prevention, for every $1 taxed in the recreational cannabis industry, there is $5 of public health expenditure,” said Ellen Lee Zhou.
“Reviving those who overdose, or related issues costs $17,000-$23,000 a day per person. Every dollar is taxpayers’ money. Adult cannabis users should take responsibility for themselves and not waste taxpayers’ money. Our public health system has huge expenditures. We work hard to regulate smoking cigarettes, but legalized cannabis use, this is extremely unethical.”
The current city government and Board of Supervisors allowed cannabis stores to open right next to day care schools – this is very sad. I had raised signs to call on the federal government to target San Francisco recreational cannabis stores and participated in various public hearings to oppose recreational cannabis next to any facility that cater minors under 18 years old.
I was nominated to run for San Francisco mayor by the anti-marijuana, San Francisco Coalition for Good Neighborhoods, to be a voice for the people, against cannabis. This is why I am running for mayor. Please vote Ellen Lee Zhou for Mayor to keep drugs away from San Francisco communities.

San Francisco is heading towards the wrong direction. If I am elected mayor, I will lead San Francisco in the right direction, return ethics to City Hall, and bring back American values.
I aim to be a nonpartisan public servant with integrity. I will adhere to justice and compassion in order to create win-win policies for San Francisco residents, and rebuild a better San Francisco.

As a psychiatric social worker, Ellen Lee Zhou knows well the consequences of marijuana abuse. It pains her to hear that the San Francisco government approved legalization of recreational marijuana. She realized that in order to heal people, their hearts needed to be healed. Only by returning ethics to San Francisco, will there be hope. After actively leading the San Francisco citizen protests against marijuana, District 11’s San Francisco Coalition for Good Neighborhoods nominated her to run for mayor. She advocates for social justice and citizen rights.
Born in Taishan, Guangdong, China, Ellen Lee Zhou moved to the United States when she was in high school and has lived in San Francisco for 32 years. She has a Master’s degree in Social Work and currently works as a Behavioral Health Clinician for the San Francisco Department of Public Health. Fluent in English, Cantonese, Taishanese, and Mandarin, she is a certified translator. She and her husband have been married for 23 years and have a son and daughter. Both of her children are in college in the UC system. She has been a social worker for more than 20 years, and a Sunday school teacher for over 20 years. She champions traditional family values.
