Sounds like the dude who I worked for, I quit and been out of work for 5 months and still can't find a job. His other employees almost quit but they are forced into working for the dude cause he's their landlord. He's under paying his employees and half the time they don't get paid all while collecting off of the college students who pay up to $5000/mo for an apartment. He don't fix anything either unless it's a college rental
I think waiters being "on call" is theft. If a person can't spend their time freely, they need to be compensated for that. Had another job as a young kid where they made us come in 10 minutes early, but clock in exactly on time. Those minutes add up.
Some years ago I worked for St. Luke's Hospital in Chesterfield Missouri. Often I was asked to work overtime shifts that I was told to not clock in for . I was told I would be given time off later at the rate for the shift I worked off clock. When I left employment at this company I was owed money/time off that I was never able to take due to their constraints. I was "let go" after filing a grievance with their HR department. My filing angered the Director of Plant Operations. I was not the only victim of this theft as others were required to do the same.
Years ago, I very briefly worked for a security firm, and we had to come in on a weekend for 4 hours at a client's location for mandatory first-aid training. It was a large & well-known electronics manufacturing complex that laid off hundreds of employees, and was farming much of their work off to Asian countries at the time. Apparently, they let the medical team go, so we had to somehow be trained in 4 hours of what the pros learned in 4+ years; imagine that! To add insult to injury, I learned that we were not even getting paid for this! What was most disturbing, was when I was the only one in the group that even bothered mentioning, that it wasn't right for us to come in without being compensated, (without mentioning illegal). All I got were funny looks and a few chuckles. One of them laughingly said that he had been training there many times without getting paid. I asked him, "Doesn't that bother you?" He laughed again, and said, "No". By that time, my supervisor made some snide remark in that I wasn't aware of something or somewhat. Well, I certainly became aware that morning, that I was in a room full of stupid lemmings. I resigned that same month. BTW: For years, I have not, nor will I ever purchase any MOTOROLA products again.

I have worked in Florida in the fast food industry for 16 years. I worked for Burger King, Wendy's and Dunkin Donuts. In my experience it is common practice in the state of Florida to threaten and intimidate employees into working off the clock. I estimate I have worked 1000s of hours off the clock. I routinely worked 50 hours in the store on the floor and was forced to work an additional 10-20 hours off the clock as a restaurant manager. This included meetings, writing schedules, placing orders, banking, inventory, extra cleaning for inspections and picking up/delivering product to other stores. I lived in Massachusetts for many years before Florida and was rarely asked to work off the clock in Mass. I hated being a manager in Florida so much that I'm now just working as a regular crew member. I estimate I was swindled out of $150,000 in wages.

Don't forget about teachers we are asked to stay late and come in early. We buy needed supply for the classroom out of your pocket and even pay for students lunches and fields. There is no such thing as overtime for a teacher and this country would go crazy if we dare ask for it. Teachers work for free from August to September and still, people are always calling for us to do more. We are asked to meet with parents when it is convenient for the parent no matter if it is not convenient for us and we complain then we are told we are not dedicated enough.

Not sure how wage theft occurs. I worked as a dishwasher for 2 years and was paid for every hour I worked. I had a written contract for pay/hr and I had a timesheet.
Now I work for many many times more /hr and I have a written contract that says there is no time limit for work and x is my yearly salary (which I signed).

In my country (europe) there are also lots of regulations and ways to get even as an employee, if you want to. So you basically have to treat your employees fairly if you don't want to get sued in "employers court".
You can't even legally have people working for you more than like 45 hours a week regularly, you can't even compensate through overtime (that is only an option for intermittent periods) but you have to give them vacation to make up for "regular" workload.

My mother has worked at a Wallmart for 15 years and she gets 12.25$ which 50 cents more than when she started. Across the road there's a Costco, where cashiers have their pay increased by their experience. Some of them earn as much as 25$ an hour.

I used to work at a place called Agni Indian Kitchen & bar in Greensboro, North Carolina (*Ahum) and I got paid like shit to take care of an entire kitchen. I got paid $360 for working 60 hours. My brother was a server for the same wage, and wasn't allowed to keep tips. Now that I think back on it I should have told that motherfucker off.
Long-term profit is not normal in economic theory. If a company's revenue vastly exceeds cost for long periods of time, it's because thousands of people are working for basically nothing. Apple is the biggest culprit. The reason it is the most profitable country in the world is because workers in China receive a fraction of what they should; capital receives the rest.

It happens to citizens too. I worked for Disney for six weeks in the late 80s. For a variety of reasons, they restaurant I worked in cheated the closing staff out of half an hour to an hours pay every day for the six weeks I worked there. That year Michael Eisner was paid 42 million in salary and stock options and Dick Nunis was paid 72 million in salary and stock options. Disney had 30,000 employees at the time, making minimum wage mostly (around $6 an hour). If they all lost half an hour a day, 5 days a week, 52 weeks a year it would have been 3*5*52*30000=$23,400,000 in wage theft.
It's kind of a hold over from the class system. Workers are seen as disposable. You don't like working off the clock go find another job. Like before they sold the place I was working they did some cosmetic work and loaded up the inventory with stuff we usually didn't sell well. I mentioned that they might be selling the place to a couple people and next thing you know the head office sends word out that they weren't selling and people shouldn't believe rumors. In less then 6 months they sold all the locations. So lying cheating and stealing is part of the corporate toolbox to get the highest profits.

Off the clock as in you punch out and then work another hour or so. This was not the company I originally worked for the place I worked was bought out and the new company had different rules. There is another reason not to work off the clock because if you get hurt the company isn't liable for workman's Comp and you aren't covered by they insurence.
