Quebec loves weed - the number of consumers here has been estimated as high as 1.2 million. But despite being home to ¼ of Canada’s cannabis users, the market here is way behind. Instead, 90% of the industry is controlled by the black market, with organized crime pulling the strings.
But with legalization around the corner, small and large businesses alike are gearing up to compete with criminal groups for Quebec’s lucrative weed industry - valued at around 2.5 billion dollars. Meanwhile, biker gangs like the Hells Angels are expanding and they’re not going to just hand over their share of the market.
This VICE doc explores what the complicated transition from a black to a legal cannabis market will look like in Quebec. We spend time with both illegal and legal players as they begin making big moves in the province - from former criminals who want to go legit, to licensed medical producers preparing to tap into the massive recreational market. And we look into whether Ottawa’s tactics to loosen the criminal stronghold on weed will succeed in Quebec.

Main reasons why the black market in the US hasn't gone, is because it isn't legal in all states. There is still a great demand for Cannabis in states where it's illegal so people in legalized states sell it off elsewhere at high prices. It will be legal everywhere in Canada with almost every Canadian inhabitant being allow to cultivate. Where will the demand be, really?
Legalization will make much of the black market obsolete. Majority of provinces will allow you to cultivate whatever strain you want, and a harvest can give you 100g to 1kg+ depending on many factors. People won't want to buy something where they don't know where it comes from and what the exact strain is if they have the possibility to buy something off the shelf at 6-7 a gram, clean, cured, professionally grown, properly scaled and commercially packaged. BILL 157 includes all applicable laws pertaining to Cannabis in Quebec. It doesn't stipulate anywhere a limitation of potency to be sold. Only thing is you will not be able to purchase in bulk and get good discounts, unless I'm mistaken. There will be no real use for dealers anymore unless it's a matter of loyalty and or buying in bulk, in which case, they will have to lower prices regardless. SQSC will likely make a delivery service as well, like the SAQ. I hope that's not the case for friends who rely on that income, but it's not looking good...

Ending alcohol Prohibition mostly destroyed the booze black market in the US and considerably defunded the Mafia. Legalize weed and let anyone who wants to grow it as you would a garden vegetable. Anyone who wants to smoke has been doing so since the 1970s. Public demand ensures supply one way or the other.
If the licensed producers don’t provide the proper access that they have agreed to in the courts they had better not be surprised when they don’t succeed. The way recalls have been handled has only breed mistrust as well. Patients like myself feel they have been taken advantage of especially in regards to the no refund policy they have. I could also bring up the fact patients are required to have a phone number to even order from the Lp’s or to have grow permits which add further financial burden on people that are often turning to cannabis for cheap relief.

This guy wants to take a industry we built through risk, people being fined, people getting probation and even jail. through the years people like us have taken the chances to build this market and PM wants to just scoop it up. In Montreal 1 once of AAA indor marijuana cost 140$ a pound cost around 1200$. Outdor pot cost 100 $ too many people grow for the amount of smokers. People who make big money whit pot need to have a connection to export in usa. I heard the price in usa is about 500 $ for 1 ounce
This guy is out of his mind if he thinks that legalizing weed will have no effect on the black market or organized crime. I'd personally not go to a street corner at night and meet a shady dude and buy what I think is good weed. I'd much rather go to a dispensery and do it the legal way and know that what I'm getting is regulated by a law or private business and I know that many people would rather go to a place where they can do it the legal way rather than risk it illegally.

relax and smoke some Kush Jctv. it's just a linguistic multi-cultural thing that is peculiar to the province of Quebec in Canada. Even in the major urban centres the population is 60% francophone so those of us who are anglophone(and others) mix the two languages together-sometimes in the same sentence. You hear it all the time in Montreal. To an outsider it may sound really weird but to us it's a unique fluid 21st century cultural identity we have here .

I strongly disagree. If legalization does occur in Quebec or anywhere in the world for that matter, there's no way some biker gangs are going to be able to compete with the billion dollar corporations that would invest in the industry.
Tweed and Canopy grow are a bunch of lowlife profiteers. They divert funds toward prohibition by lobbying for stricter regulation, and to the police to enforce petty arrests of small time growers. More than that their product is highly dosed with chemicals that are unfit for human consumption. Don't support these twats.
If I were the biker gangs... I would be pumping all the money from the street directly into the public company's. Thus driving the stock up. And ultimately moving into the legal side and when these companies get the license there "cartels" or biker gangs or whatever, will be even richer. Living in Vancouver, I don't know anyone that buys weed illegally any more. It's just so easy to get a medical card and it's the same price. Plus there is always a store nearby. Everyone I know that was growing or selling weed stopped in the last year or so.

For example, my dealer let's me choose between 8-10 different strains, I get to pick them out, feel densities, weigh myself, chill with my dealer, smoke it before I buy it, deliveries, etc. Essentially the relationship you develop from visiting your dealer, vs seeing an employee working at a shop.
